1. Who Can Enter
Official Rules, Entry Form and Release
a. To be eligible to participate in this contest, entrants must be a Virginia resident 14 years of age or older, and reside in the FOX Richmond WRLH viewing area.
b. Employees of Sinclair Broadcast Group, Inc., Sinclair Television Group, Inc., Sinclair Communications, LLC, and any other company which owns, programs or provides other services to television broadcast station WRLH-TV (the “Station”), Substance Abuse Free Environment, Inc. (SAFE) (the “Sponsor”), The Douglas Group, Inc. dba UPICKEM, their affiliated companies, advertising and promotion agencies, any and all local television broadcast and cable stations, local radio and other media companies, and the immediate family members of each are ineligible to participate. The term “immediate families” includes spouses, grandparents, parents, siblings, children and grandchildren.
c. This contest is for amateurs only. Members of SAG or AFTRA are not eligible.
2. How to Enter
a. No purchase is necessary to enter. NO GROUP SUBMISSIONS. INDIVIDUAL ENTRANTS MAY SUBMIT MORE THAN ONE ENTRY AND VIDEO. EACH VIDEO WILL BE DEEMED AS ONE INDIVIDUAL ENTRY, AND CANNOT BE ENTERED MORE THAN ONCE.
b. To submit an entry, each entrant must create a twenty (:20) second video. The video must be exactly twenty (:20) seconds in length and focus on the theme –substance abuse prevention and the reasons they choose not to use drugs or alcohol. If entering more than one video, each entry must have a completed application as stated in section “2c” below. Duplicate entries will be disqualified, and the Station reserves the right to disqualify the initial entry based on section “2f” below.
c. The contest begins on Monday, February 10, 2014 at 8:30am. Entrants must mail or hand deliver a complete entry packet (as further described below) to Lights Camera Take Action, FOX Richmond WRLH, 1925 Westmoreland Street, Richmond VA 23230. Att: Virginia Kenney
• A complete entry packet consists of:
1. The entire Entry Form and Release signed by the entrant, and if under the age of 18, signed by the entrant’s parent or legal guardian
2. An appearance release form signed by everyone other than you (the entrant), who appears in the video and if under the age of 18, signed by his/her parent or legal guardian
3. Entrants must also upload their video via Upickem to the Lights Camera Take Action site as part of the entry process. Visit http://www.foxrichmond.com/sections/contests/index.shtml to access the Lights Camera Take Action entry page.
Entries must be received by the Station by 11:59 p.m. EDT on Wednesday April 2, 2014. Entries received after the deadline will not be accepted for judging. Video entries must be uploaded and submitted to the WEBSITE ONLY. No other formats will be accepted. (spec sheet is attached)
d. The Station is not responsible for lost, late, or misdirected entries/ mail, for printing errors, server unavailability, computer malfunction, or any other electronic malfunction.
e. All entries, (including application, release forms, and uploaded videos), received which are incomplete, duplicates, mutilated, tampered with, illegible, or from ineligible applicants will be void. All entries (including the video entry) become the property of Sinclair Broadcast Group, Inc., Sinclair Television Group, Inc. and the Station and will not be returned.
f. By entering, applicants acknowledge that the video entered is their own original work. All entries must be entrants’s original work and should not be/have been submitted to or published or broadcast by any other publication or media company. The video may not contain any copyrighted or trademarked material including but not limited to: photograph likenesses of or references to celebrities or known persons alive or dead, recorded music, published works from books, magazines, newspapers, plays, song lyrics, scripts, essays, articles, web site content, or clips from television programs or movies, sports footage, official logos of any product, organization, existing artwork or graphic design. Applicants cannot use copyrighted music in the video; only original or uncopyrighted music. In addition, the video may not contain nudity or profanity of any kind, and may not portray anyone using or pretending to use illicit substances or under the age of 21 drinking, or pretending to drink alcohol. The Station reserves the right to edit, crop or alter the video without notification to or approval by the applicant.
3. Judging and Voting of Entries
a. All entries will be judged by a panel of judges comprised of Station personnel based on the following criteria:
i) Overall impact: dynamic/persuasive/informational/emotionally moving/content focused message (message must address the theme) (50%)
ii) Originality: concepts/ideas/format (25%);
iii) Cinematic Style: camera angles/editing/acting/direction/lighting (25%).
b. On or about April 8, 2014, the judges will determine up to ten (10) finalists based on the entrants with the highest scores based on the criterion set forth above.
c. From 10:00a.m. EDT on April 10, 2014 through 10:00a.m. EDT on April 23, 2014, the public will have the opportunity to vote for one of the finalists entries. Viewers will be able to vote online at www.foxrichmond.com (one vote per IP address, per day) or by mobile text up to ten (1) times per day (text codes will be posted online with each finalist’s video, standard message and data rates apply). Likes” for the finalist PSA’s on the Station’s Facebook page or Station’s You Tube Channel are not considered votes. By voting via text, votes consent to will receive up to one (1) messages relating to this contest, from an automated system. Consent is not required to buy goods and services. Text STOP to 67336 to cancel. Text HELP to 67336 for help. No other voting mechanism will take place. Finalists are prohibited from obtaining votes by offering prizes or other inducements to members of the public, vote farming, vote purchasing, or any other activity that artificially inflates such finalist’s votes as determined by Station in its sole discretion. The Station reserves the right to determine in its sole and absolute discretion whether the online votes are valid, and may disqualify any duplicate votes. Multiple and/or irregular votes or multiple votes from the same user or users, including but not limited to, votes generated by a robotic, programmed, script, macro, other automated means or other source will be considered invalid.
d. Station may edit the video entries to fit the confines of the 30-second pod in order to accommodate the Sponsor’s open and close. The Station reserves the right to edit, crop or alter the video entry without notification to or approval by the entrant.
e. On April 26, 2014, one (1) grand prize winner and one (1) second place winner will be determined by the Station based on the online and mobile text voting results. The finalist with the highest number of valid text and online votes, as determined by the Station, will be deemed the grand prize winner, and the finalist with second highest number of . f. In the event of a tie, the finalist with the highest score from the judges’ initial scoring will be selected as the winner. The decisions of the Station and judges are final. The Station and judges have the right to disqualify any entrant due to the breach of any representation made at the time of entry, or in their sole and absolute discretion in interpreting the contest rules.
g. The Station will not be held responsible for any errors, server unavailability or any other computer or electronic malfunction relating to the online or mobile text voting.
4. The Prize(s)
1. One (1) Grand Prize winner will receive a $200 VISA gift card, one (1) Amazon Kindle Fire HDX 7” and the winning video will air on April 26, 2014 between 6 p.m. and 8 p.m. during certain professional racing programming. The value of the prize is $469. The value of such on-air exposure cannot be determined.
2. One (1) second place winner will receive one (1) $100 VISA gift card.
3. There will be no substitutions or cash alternatives for prizes except at the sole discretion of Station.
The Station has the right to substitute a prize of similar value. No transfer or assignment of prizes is allowed.
4. The winners are responsible for paying all local, county, state and federal taxes on prizes
based on the estimated retail value of the prizes as set forth in these rules.
5. In claiming your prize, you acknowledge that Sinclair Communications, LLC, Sinclair Broadcast Group, Inc. and Sinclair Television Group, Inc., and the Sponsors have the right to publicize your name, character, likeness, photograph, voice and the fact that you are the finalist and/or winner for promotional purposes without financial remuneration.
5. Miscellaneous
1. Contestants are eligible to win only one prize within any 30 day period, regardless of the number of contests entered.
2. Sinclair Communications, LLC, Sinclair Broadcast Group, Inc. and Sinclair Television Group, Inc., The Douglas Group, Inc. dba UPICKEM are not liable if the provider of any part of the prize fails to satisfy its obligations to furnish its portion of the prize.
3. Sinclair Communications, LLC, Sinclair Broadcast Group, Inc. and Sinclair Television Group, Inc. are not responsible for any liabilities arising directly or indirectly from the award or use of the prize.

5. For a list of prize winners, send a separate, self-addressed, stamped envelope to Lights, Camera, Take Action

6. This contest is subject to all applicable laws and regulations and is void where prohibited. Sinclair Broadcast Group, Inc., Sinclair Television Group, Inc., and Sinclair Communications, LLC. accept no responsibility or liability in connection with any injuries, losses or damages of any kind caused by or resulting from the acceptance, possession or use of any prize awarded hereunder.
7. Station cannot be held liable for any lost or stolen entries, prizes or contest information.
8. Station reserves the right to make rules and contest changes and change the aforementioned contest dates.
9. Mobile service provider may charge for each text message sent and received according to its standard text messaging rates. Voters should check phone capabilities for specific text messaging instructions and consult with mobile service provider regarding pricing plans. By entering this contest, each entrant waives any and all claims of liability against the Station, any sponsors, Facebook.com, and their respective parent, affiliates, officers, directors, employees and agents, for any and all claims, loss, damage or injury which may occur as a result of entrant’s participation in this contest.

As a condition of entering and participating in the Lights, Camera, Take Action contest, presented by Sinclair Communications, LLC, which owns and operates television broadcast station WRLH-TV/DT FOX Richmond (the “Station”), I warrant, represent, acknowledge and agree as follows:
1. I hereby grant Sinclair Communications, LLC, Sinclair Television Group, Inc., Sinclair Broadcast Group, Inc., their promotional partners, Facebook.com,Substance Abuse Free Environment, Inc. ., the independent judges, their respective parent, subsidiary and affiliated companies, and the advertising, fulfillment and promotion agencies, agents and representatives of each, as well as the directors, officers, employees, agents and representatives of each and their designees, assignees and licensees (hereafter, collectively, the “Companies”), the worldwide and perpetual right and authority to use, publish, display and reproduce my name, voice, photograph, and other likeness and/or any biographical information I may provide, and any statement I make concerning the promotion or the
prizes in any and all media, in perpetuity, for the purpose of trade promotion and/or otherwise, without notification or additional compensation, except where prohibited by law.
2. I hereby represent that the video submitted by me is my original work and no other parties have rights in or to such work. I agree that the use of the audio and video file produced within this promotion is authorized by all persons appearing within, or otherwise having rights with respect to, the audio and video file and its use in this promotion will not violate the rights of any third parties. In the event that any audio or video file recorded for Lights, Camera, Take Action is used for promotional purposes, the Station reserves the right to reproduce it in full or to crop or otherwise edit or modify it for reproduction at their discretion.
3. I hereby represent that as of this date that I reside in the WRLH viewing area.
4. I understand that as a participant, I am ineligible if, as of the date of my entry, I have any type of contract for talent representation (for example a talent agent or manager), a production contract, an acting contract, a merchandising agreement, or other contractual arrangement. Entrants who are currently or have been previously a member of SAG or AFTRA are also ineligible.
5. I understand that if I am selected as a finalist, that my video entry will become the property of Sinclair Communications, LLC, Sinclair Television Group, Inc., and Sinclair Broadcast Group, Inc. and may air on the Station.
6. On behalf of myself, my relatives, heirs, assignees, executors and administrators, I hereby permanently, irrevocably and forever waive any and all claims, liabilities, losses and damages (including but not limited to court costs and attorney’s fees) now or in the future of any kind and nature whatsoever (collectively “Claims”) against the Companies, and their predecessors and successors in interest, assignees, licensees and designees (the “Released Parties”) relating in any way to: (i) the promotion, including the contest therein; (ii) any personal injury, property damage, use of my name or physical likeness as described herein, or any other injury, damage or loss resulting from the promotion, or any travel
7. I undertake in connection with the promotion, and forever release and discharge the Released Parties from any and all liability with respect thereto. I further agree that I will indemnify and hold the Released Parties harmless from and against all Claims arising out of, connected with or as a result of my breach of this agreement.
8. I further acknowledge that this document, along with the official rules, constitutes the entire entry and agreement and complete understanding of the parties, and that no oral or prior written agreements shall be deemed a part or modification of this agreement. In connection with the Lights, Camera, Take Action Contest (the “Contest”), I hereby grant to Sinclair Broadcast Group, Inc. Tools, Tricks, & Tips
• INDIVIDUAL ENTRANTS MAY SUBMIT AS MANY ENTRIES AS THEY WISH

• All forms needed below are included in the entry.
• If you (the entrant) are 18 or older, complete and sign the ENTRY FORM AND RELEASE.

• Anyone other than you (the entrant), that appears in your commercial that is 18 or older must complete and sign the APPEARANCE RELEASE FORM.

Production Tips:
• Keep the sun behind the camera. You never want direct light shining into the lens.
• Make sure that your scene, actors, and surroundings are well lit.
• Consider what is in the foreground, middle ground, and background.
• Close up and cut-away shots are your friends.
• Repeating a single action and shooting the same scene from multiple angles with various framings is a good idea. This offers you more choices if you need them in the editing process later.
• Experiment, try things you’re not sure will work. You will either surprise yourself or end up figuring out something else that does work along the way.
• BE SAFE!!!!! Stunts and reenactments should be shot in a manner that does not put the crew, actors, environment, or any bystanders at risk of bodily harm. At no time should any part of your production process present a danger to you or anyone involved with the production, the environment, personal property, or the wellbeing of the public.
• At no time should any aspect of your production break any laws.
• Do not clearly show any alcoholic beverage logos or artwork. Logos and identifying marks (such as characters, artwork etc.) must be blurred or changed.
